CLARION SOFTWARE DEVELOPMENT, SPECIFIC SKILLS

My role consists on developing and maintaining a very large database called “Banco de Proyectos de Inversion Publica” (Public Investing Data Bank). It consist of a system that supports the management and control of the public companies. It enables us to classify, control and follow the projects which are defined under established parameters to prepare the investment budgets and to control the fiscal resources administered for the province of Buenos Aires. It is an Informix database driven with the Informix accelerator with a front end programmed in (Clarion for Windows CW5.5 EE) of more than three hundred  process that runs on a thousand workstations WAN served with three Sun Servers running Solaris as Operating System.

My role was audit the implementation of more than twenty systems (about forty million dollars) in the health care area, where the software firms installed their systems and I certified the accomplishment of the project objectives, quality, performance, implementations and price control. Their implementations were developed in several platforms (Windows NT, Unix, Solaris, AS400) and coded in different languages (Clarion , Cobol, Power Builder, C, C++, Genexus) with Sybase, Oracle, MS SQL and DB2 like database engines.

Members attention system, Medical Auditing system, Validating of medical practices module and prescription authorization, Medical emergency services, Help Desk, Invoices, Medical schedule, General Ledger and accounting system. The goal of these systems was to validate medical practices module and prescription authorizations, this system works on terminals, with smart card and fingerprint readers to assure the identity of the card holder and prevent fraud. Smart card has also the medical history of the holder preventing incompatible prescriptions.

• From 1997 to 1998 I was contracted by the “Programa Latinoamericano de Cooperación Técnica” (PLACMI) to design a system where the IOM (International Organization of Migrations) was the administrating agency, helping several Latin-American governments in migratory and border control matters.

In this opportunity I lead a team of system analyst on the task of designing several migratory and border control software for the state departments of Ecuador, Uruguay, Argentina and Paraguay. Their systems are prototyped with Clarion for DOS version 3.1. It consists of a database of  immigrants from these countries. Interfaced with magnetic stripe readers and scanners in the border workstations which transmit data via radio frequency making it available in several points, also it has a database to prevent the entrances or exits of people on irregular situation.

• Simultaneously I was contracted by the IOM to develop a system for their operations area.

  This system consist basically in a travel software interfaced with the Sabre travel software which administrates the travel of refugees, government people and students. It was entirely developed with Clarion for windows version 2003 and uses topspeed type data format. This system transmits via email to IOM headquarters in Geneva the  daily information to local  mission of  IOM.

   

  In 1996 I was contracted by the state department of Argentina to participate as project leader on the develop a system of high performance public attention to produce tree thousands ID’s daily documents (called DNI - documento nacional de identidad), it was an office automation system to schedule the public attendance and to capture data, fingerprints and pictures, to then print the ID’s.

This system was developed with Clarion For DOS version 2.1 in a 60 workstation Netware Connect network served with a Sun Sparc and Solaris as operating system. It has electronic activated doors to manage large volumes of people, TV’s with character generated messages to give directions to the public, bar code printing and reading to schedule the public attention, picture taking, fingerprint reading and printing, billing, and ID printing.
